Every year I do some maintenance on the forums that requires shutting down the site.
I move old topics to the archive so the active set of topics is smaller and thus faster for the database.
I'd like to do this sometime in the 2-3 couple hours.
Last year it took less than 20 minutes.

The site was just down a little while I did a database software upgrade.
I wonder if that's what's causing the minor issue I just had- I tend to use the ellipsis a bit for trailing thoughts (which I always just use 3 periods when typing), and I noticed that today, it was being replaced with a question mark. Editing the post shows said ? replacing the ellipsis.

That's not related to the database software upgrade as far as I know.
There's a long-standing general issue with using special characters like an ellipsis. It's complicated to explain or understand, but your operating system, web-browser may support special characters in various ways. Then, my site does the same thing and may store the character in the database after some translation as well as some filtering I may do to try to help the situation; then other people viewing your post have their own software and support for such things as well.
In my opinion, it's best to use the basic characters (ASCII). For example, 3 periods instead of the special ellipsis character since the period is supported the same way in most places and looks the same too. This is just my opinion, feel free to keep doing it the way you like, but you may see odd ? like stuff come up sometimes. Despite this, it still usually works (looking at your post seems fine to me from my perspective... but I do see that if I edti that post I see the ? stuff).
