Long story short - I ran into a scammer seller who greatly shorted postage on my package. I had to pay for it out of pocket. This has happened to me quite a bit in the past and usually I just send the receipt to the seller, they apologize and offer a partial refund. Sadly, this seller has decided to double down and completely ignore all of my messages. It doesn't look like there is a good case to open on Ebay but paypal does allow me to dispute for "postage was shorted." My question is will opening a paypal dispute on an Ebay item get me banned from Ebay? If so, I can try to call Ebay but id rather save the hassle if possible. People are truly unbelievable to think you can get away with paying 88 cents on shipping out a video game in a package.

A PayPal dispute won't get you banned, that's what they're for. A chargeback might, though, since that's taking the money from them without recourse.

If the seller used eBay's postage label, or even any online service, then any due postage would've been charged to him. I once sent a package and was charged a few bucks some time later because I allegedly didn't use enough postage (I did, and they eventually reversed the charge because USPS made a mistake.)

So you getting charged here is odd. But I would totally file a dispute with PayPal, make sure to show the receipt of any money you were charged, and the eBay receipt where it shows how much you paid for postage there.

Edit: Seems there's a chance he'll still be charged for the postage in the future.

Ugh, sadly with the move to managed payments last year - I found my CC was charged directly and I didn't use PayPal. I did a chat w eBay and they had me upload photos of the package and the USPS receipt showing I paid the short postage. They said I have to wait 72 hours before eBay will "step in". So annoying over $5 but I'm not letting this person scam me. They are most certainly getting a neg regardless of if I get my money back for the postage, simply bc they won't reply.
