Shoe suggestions for 1 year old with fat feet

Anyone else have/had a kid with fudging fatass feet? My 2nd is a little over a year and starting to want to wear shoes like her older sister, but nothing fits. It's not really width, but the fat on top lmao. She cannot squeeze into any normal shoes. She's walking and it's cold so she does need something, but having a really hard time finding anything that isn't basically a rubber covered sock. Desperately looking for suggestions.

This is gonna sound odd, but if there's a goodwill or donation store nearby go there.. shoes are cheap and u can get a bunch of pairs and see which ones work the best. Also, try garage sales.
